Tuesday night, President George W. Bush will continue a tired old tradition begun by Woodrow Wilson - advising Congress of the state of the union by giving a speech. Earlier presidents fulfilled the Constitutional requirement by writing a letter. Mr. Bush should begin a new tradition - one more fitting for 2002 - he should advise Congress (and everyone else) by setting up a blog.
